Can The Dark Knight Rises truly be better than The Dark Knight?

The Teaser for Dark Knight Rises came out this weekend and it looks pretty solid. It looks like it will be more similar to Batman Begins which was the best batman movie to that point until Dark Knight was released. Bane and Catwoman are the villains this time and I'm afraid its gonna get a bit cartoony even for a Chris Nolan Movie. I would have liked to see Ken Wantabe as Rhas Al Ghul seeking revenge for his master "Liam Neison's" death. But the real question is with Dark Knight being one of the greatest movies ever made, does Dark Knight Rises even have a prayer of being as good?
