Suggestion about a Baseball Salary Cap?

I think there needs to be some sort of cap in baseball, but I also believe that a team shouldn't be forced pocket their money and knowing baseball, there would be all kinds of loopholes with the minor leagues, with players coming in and out. So I figure the best way to make sure all teams have the same chance at signing a player is to make a cap but instead of in the total salaries a team pays, on how much a team can pay to a player, ie. 20 Mil per year, that way the Oakland can bid for a player knowing that no team will swoop in and overbid for that player at the last second, so if all teams can sign the same player for the same price, there would be a little bit more parity.
